Robert Hunter Biden was born on February 4, 1970 in Wilmington, Delaware to former U.S. Vice President Joe Biden. Hunter served in the United States Navy Reserve. He served as the Vice Chairman of the National Railroad Passenger Corporation from July 2006 to January 2009. 

Hunter Biden is the co-founder of the international consulting firm Rosemont Seneca Partners. From 2014 to 2019, he served on the board of Burisma Holdings which is a Ukrainian natural gas producer.

Over five year tenure at the firm, Hunter and James were not particularly successful investors. They lost money in frauds and Ponzi schemes on more than one occasion.
