NATO Defense College Fellowship Grants in Italy
International students are encouraged to apply for the NATO Defense College Fellowship for the year 2024. This distinguished scholarship not only provides for the cost of living while in Rome but also provides a stipend to help reduce the cost of getting there.
This is a great chance for international students to study in Italy and participate in research thanks to the NATO Defense College Fellowship. To be more specific, each year the university awards eight fellowships for research into NATO and its partner countries’ defense and security policies.
The key objective of this fellowship is to foster the investigation of a variety of subjects through academic research and policy analysis, with the goal of resolving the challenges that are unique to NATO member nations. In addition to this, it intends to offer assistance to countries that are engaged in initiatives known as the Partnership for Peace (PfP), the Mediterranean Dialogue (MD), and Other Military Cooperation (OMC)/Partners Across the Globe (PAG). Since the program’s inception in 1993, a total of 109 scholarships have been given out as of the end of the 2017 academic year.
The NATO Defense College plays an important role in undertaking academic research and studies to enhance the alliance’s broader goals. Its ultimate goal is to allow research and policy analysis in areas of critical importance to NATO member nations as well as those involved in the PfP, MD, OMC, and PAG frameworks
Description of the 2024 NATO Defense College Fellowship
The NDC Resident Fellowship Program, which has been in effect since 1993 and has over 130 alumni, now consists of four sub-programs for a total of eight fellowships per year. It is intended for NATO allies and partners’ international security scholars/academics/researchers.
The Resident Fellowship Program is overseen by Dr. Thierry Tardy, Director of Research.
NATO Defense College Fellowship Objectives:
The Resident Fellowship Program aims to achieve the following specific objectives:
- Contribute to the Research Directorate’s calendar of activities by conducting research on topics that are of interest to the Alliance.
- Contribute to research efforts focused on NATO’s agenda in both NATO member countries and partner countries.
- Provide Fellows and Scholars with a valuable opportunity to learn from the NATO community, gain a comprehensive understanding of the NATO Defense College, and have the experience of working in an international environment.
- Enhance understanding of NATO and the work carried out by the NATO Defense College in both NATO members and partner countries.
- Deliver lectures to the Senior Course (SC) and the NATO Regional Cooperation Course (NRCC) as needed, offering expertise on a case-by-case basis.
- Contribute to the educational activities of the NATO Defense College.

- NDC Eisenhower Defense Fellowships
The Eisenhower Defense (EISD) Fellowships is designed for scholars/academics/researchers of NATO Allies. It consists of 3 different fellowships:
- PhD candidates: Candidates for the Eisenhower PhD candidate Fellowship must be PhD Students enrolled in a University Programme at PhD level, with a thesis topic that has a direct relevance to NATO’s policy. Candidates for this Fellowship must be at the final stage of their research and provide evidence of their advanced work. The NDC offers one 3-month long fellowship per year in this category.
- Junior Scholars: Candidates applying to the Eisenhower Defense Fellowship must have a PhD in a relevant discipline as well as a solid publication record on international security-related issues. The NDC offers one 3-month long fellowship per year in this category.
- Senior Scholars: Candidates applying to the Senior Eisenhower Defense Fellowship must have a PhD in a relevant discipline as well as a minimum of ten years’ relevant professional experience since receiving their doctoral degree, and a solid publication record on international security-related issues. The NDC offers one 5-month long fellowship per year in this category.
- Partnership for Peace (PfP) Fellowship Program
The Partnership for Peace (PfP) Fellowships are designed for scholars/academics/researchers from PfP countries. Two 5-month fellowships are awarded each year in this category. Countries: Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Ireland, Kazakhstan, Kyrgyz Republic, Moldova, Serbia, Sweden, Switzerland, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
- Mediterranean Dialogue Fellowships
The Mediterranean Dialogue (MD) Fellowships are designed for scholars/academics/researchers from MD countries. Two 5-month fellowships are awarded each year in this category. Countries: Algeria, Egypt, Israel, Jordan, Mauritania, Morocco, and Tunisia.
- Other Military Cooperation/Partners Across the Globe Fellowship (OMC/PaG)
The OMC/PaG Fellowship is designed for scholars/academics/researchers from OMC/PaG countries. One 5-month fellowship is awarded each year in this category. Countries: Australia, Colombia, Iraq, Japan, Pakistan, the Republic of Korea, New Zealand, and Mongolia.
Dual citizens can apply for all the fellowships for which they are eligible.
Responsibilities at the NATO Defense College Fellowship
The overarching objective of the Resident Fellowship Program is to promote research and policy analysis in areas of particular interest to NATO Member States, as well as to its partners.
During their fellowship, fellows are required to:
- conduct research on their research project and write a research essay;
- present their research project before completing their fellowship;
- act as mentors of a committee’s study project in the NDC Senior Course in case of need;
- contribute to NDC research activities.

The research proposal must have relevance to NATO’s current agenda and future (research proposals unrelated to NATO or incomplete applications will not be taken into consideration).

NATO Defense College Fellowship Selection Procedure
Selected candidates are notified in writing at the latest by July 31, 2023.
The selection process considers the applicant’s CV (publication and previous research experience), as well as his or her research proposal and how relevant it is to NATO.
Please note that the NDC Research Division cannot provide comments or feedback on applicants’ proposals both during and after the selection process.

NATO Defense College Fellowship Eligible Countries:
- Applicants must be from NATO member states.
- Applicants from countries participating in the Partnership for Peace (PfP), Mediterranean Dialogue (MD), Other Military Cooperation (OMC), and Partners Across the Globe (PAG) frameworks are also eligible.
Language Proficiency:
- Candidates should possess a strong command of the English language.
- Familiarity with French and/or Italian is beneficial but not obligatory.
